Skills | Powers: Keegan is a Psionic. According to official materials, such as the Armacham Field Guide, he possesses the natural potential for telepathic and other psychic abilities. This is evidenced both by his being able to sense and feel Alma Wade (an extremely powerful psychic) when it is obvious that no one else (except Becket) is aware of her without enhancements and various files in-game that cite his psychic potential. In fact, he had the potential to be a Replica commander, which are commanders that telepathically control cloned soldiers, were it not for his instabilities. Theoretically, he could tune his psychic abilities with extensive training, as with other Psionics his level. Telepathy and becoming a Phantom (though this can only be done when the psychic is dead) are at least available to him, but because he is in the range of Becket and Fettel in terms of psychic potential, he might eventually (or unwittingly) be able to access mild forms of telekinesis and hallucinations. Such things will not happen for a very, very long time and only if he actually gets psychic training ...unless he suffers a psychotic break, god forbid.
What stops Keegan from being a psychic force to be reckoned with is his mental instabilities, however. He suffers crippling headaches whenever he senses Alma nearby, and it is probable he would do the same with any other negative psychic energy. This leaves him extremely susceptible to psychic attacks. He may be able to sense other psychics, but he can't do shit to defend himself from them. After a certain point, he falls easily under Alma's control and does a complete 180 in personality as a result. Genevieve Aristide mentions in her field guide report that tapping into his psychic abilities could lead either to him being a perfect psychic tracker or having a major psychotic break.
All psychic talk aside, Keegan is also a pretty accomplished guy. In his Armacham file by Dr. York, he is mentioned to have excelled greatly in both education and military.
